I am unclear on this. Is the proposal to put troops (National Guard or otherwise) on the US side or the Mexican side, or both? Does anybody know what the plan is?

NG along the border will help stop illegals and from entering. Once the word spreads south, many from countries below Mexico will stop even trying that route. There are other benefits that go along with the deployment, should it actually occur.
Pretty sure our troops have been ordered to fire for effect at any Mexican or Central American within 50 feet of the border.

Most likely scenario:
The ROE will be even more restrictive than it was in Iraq post-summer 2009.
These troops will have merely an observe and report function; they will have strict orders against initiating any contact, and the restrictions will likely even include restrictions against even talking to or yelling at the immigrants that are crossing.
The only interactions between these troops and those crossing will be with a border agent and at his lead.
That is, we will be asking these guardsmen to sit in the sun and simply call up reports. They will sham.
Moreover, I imagine each rotation for these units will be brief. As such, there will be no learning on the ground and no institutional knowledge will be gained and passed forward.
This has the signs of a massive money waste written all over it. But, the optics Trump gets are that he's doing something about the border.

Most of them know they can get work and get paid. That overrides any apprehension as to the racism in this country. The only people who say this country is terrible are people like you trying to spin a narrative to fit your beliefs
