Why shouldnt the consumers get the refunds? The court basically called it a tax , right? The consumers paid , so the refunds should go to us. The sellers already got their money and the odds of much in the way of falling prices in the future seems very low at best.
So when will the tariff checks be mailed? Call your congressman.

Technically if the companies that imported products raised their prices commensurate with the amount of tariffs that they had to pay, they receive no windfall profits at all. In this case the burden fell solely on the shoulders of American consumers.Interesting issue is whether the companies that upped their prices to pay for the tariffs, thereby passing them on to the consumers, get to keep the refunds. I cannot think of a mechanism that forces them to pay it back to the consumers.
