Can you define "detaining"? They have not always had the power to stop people and ask for them to show proof of residency/citizenship? And if they check documents and let them go, how is that "hostile by nature"?

If the police stop me because they have reason to believe my vehicle was involved in a bank robbery, and then they let me go after questioning, they are being "hostile by nature"?

Absent any more details given about the death, is it more reasonable to assume that a detention center guard just randomly choked him to death for no reason, or that the type of guy who would rape a kid may also be the type of guy to get violent with a guard in the detention center, and things went sideways trying to restrain him?

It looked like they were asking him/them if they were legal, and one tried to flee. If you don't want to be apprehended, don't flee law enforcement. These are pretty simple life principles, similar to "don't fry bacon naked" and "don't answer, 'It's not the pants that make your butt look big'".
