Running over a police officer, or anyone, is typically illegal. There are exceptions I’m sure, but this was a lawful detention and the driver purposefully created the situation that led to her demise.. Did she plan to die? Probably not, but for her actions she would still be alive.

We should probably define "panic". The law will judge his state of mind in the moment. If the law considers it reasonable for him to "panic" while a woman flees detention by driving a SUV at him, then "reflexively fired" is a valid self defense.

General rule of thumb for me is to follow any requests by a LEO. If they tell me to turn the car off I will. If they tell me to get out of the car I will do so. Of course, I would not have been impeding a law enforcement operation in the first place, but that is just me.

given that he is never in frame until she moves her car, the cop came from the other side of her car even though she was allegedly blocking the way. so there was some time frame that allowed him to reach that side.

like I said, she isn't blameless, but neither is that cop.
