That’s just not accurate. There’s plenty of obstruction. The victims body for one is an obstruction. But there’s also about 4 bodies there in the way.

Pretending he can see everything that guy is doing and given the chaos of the situation, it’s a bad joke.

His focus appears to be on Pretti and other agents restraining him. The other agent removes Pretti's weapon, clears the engagement and the other officer, with weapon drawn, fires several shots at the victim. All within about 2 to 3 seconds.
