Another perspective to show that doesn't make sense:
State DMVs are monopolies, as the ONLY places you can get tags for your car in each state. Whatever they charge, they can charge it whether for 1 plate or 2. Ohio's state government could easily amend the law to require only one plate without changing the registration fee at all. Monopoly.
So their decision to require that you get 2 plates isn't about the revenue; it's for some other reason(s).

I was going to say the same thing. Every time I visit family in TN and NC I see 1 plate but up in Jersey it's 2. But then again New Jersey is one of the most corrupt states in America and they want every single dime they can get out of you.
I'm pretty convinced many of the folks in the thread are right, and it's a house divided. They settled on something like, he got to pick the plate design, she got to pick the letters to go on it. Or vice versa.
Still as wrong as Snoop Dogg singing opera.
