Is that going to play in to the next season now that the prison has been evacuated, TG is dead, and who knows where Judith is?
When I was in Knoxville I was confident that an instant retreat to the App Mtns would be a great go-to. Shots would echo off the mountains so they would never know the origin, you could see them coming, you could keep an eye out over several miles. Not to mention tons of cover.
After the initial zombie rush you could go to wherever you thought was good.
Now that I'm in Nashville I really have no idea. I guess I would do something similar with the hills around Nashville and hope for the best.
I would say I'd be fine here in the Austin for the same reasons you mentioned about the mountains. The Texas Hill Country isn't as elevated, but it'd work. Plus, since Austin is a big city, resources would be plentiful throughout the area. The only downside would be the potential for more walkers, but eh... that's what they call a trade-off...
I don't think any larger city would work. They'd all look like some variation of Atlanta as portrayed in the first season. If you mean picking at the outskirts where practical that make make sense though the odds of ye olde roaming hoard would still be much greater near any urban setting.

As a man who grew up and owns land in the Cumberland plateau I can say its about as safe as you can get. The only zombies to deal with would be the ones there already, which is not a high number of people. Plus the large number of wild animals (assuming virus is humans only) would take out a lot of them. Freezing cold and 90+ degree summers would as well, on top of the natural defenses of the forests, mountains, windy roads, rivers, etc.
We forget that these stories only have zombies last so long as a plot device, when real world laws are applied to a virus/infection like this, they would nearly all be gone in less than a few weeks or months depending on the location and time of year.

Are you guys talking about just pitching a tent in the woods? Might be alright for the initial outbreak but it doesn't offer much shelter. Some type of elaborate tree house would come in handy. It'd be elevated so you'd be off the ground.
I think an ideal shelter after an outbreak would be some type of navy vessel. You could anchor off shore or just off a dock even. It'd be mobile, reinforced, you'd have food, basic medical supplies. If you found an aircraft carrier outfitted with a hospital that'd be a major score.
Here in Knoxville though a large boat on the river, house boat, lake house with a getaway boat out back. A large brick house in a gated community. The prison was a good idea though it lacked comfort and a high concrete wall would have served better than a chain link fence.
Seems like the prison would have easily been over run by a herd like the one that hit the farm. The fence came down when there was only about 50-75 of them. Imagine is 2-3k rolled up.
Speaking of... The herd that Daryl's group ram into. Why didn't it just change direction and continue to follow them?
If it were me I'd avoid tree houses. Sure it would be great at first but once a herd realizes you're up there you're probably screwed with no way down for food or warer.
