So, those Governors will be at every precinct, and checking every voting machine? Good, I feel better now.

He gives a pretty good explanation in the video, but essentially his point is that free and fair elections are a bedrock of our democracy and if one of the two major party candidates is calling that into question before the votes have even been cast, then he is setting a very dangerous precedent.

They are the ones responsible for running those elections and by the way most of the county election offices are run by republicans due to gerrymandering.
