The abuse happened during his tenure, the leadership knew. Whether or not Rogers had plausible deniability to the specifics is a moot point and I will take the church at their word when they say he didn't know. It still does not change my overall point that during Rogers and Gaines tenue, MALE church leadership consistently covered up abuse claims.
It reminds me so much of the Penn State child abuse scandal. Maybe Paterno knew, maybe he didn’t.
But it is incumbent on leadership to clearly state an organization’s ethical policies, clearly state the responsibility of everyone to abide by them, clearly state the responsibility of all to keep top leadership informed of violations, deal with violations immediately, and do what is possible to support those hurt by the violator.
This is even more important for organizations such as religious and educational institutions, who are trusted with the development of young and/or vulnerable people.
Failing to make this clear to all (management, staff, volunteers, and members) is messaging that we don’t
really care all that much and we’re making nice noises, and that our potential discomfort and embarrassment in hearing about misbehavior is what we really value.
Edit to add after ORB’s like: religious, educational, and
healthcare institutions - those most likely to be serving vulnerable populations. But that doesn’t diminish the responsibility of everyday orgs like retail and tech and service and financial and all the rest to refuse to turn a blind eye.
