Drafting and developing hasn't really been a problem for the Cowboys. Free agency signings or lack thereof and figuring out how to pay players have been the main issue.

The Dak situation is a great example. They drag their feet on contracts and get in a bad situation and wind up paying too much. Heck, they did it twice with Dak.
