I still haven't figured out whether it moved. They've got to change that rule so there's no penalty if the lie isn't changed. HD footage is better than the naked eye and a lot of times guys don't even know if the ball moved.

Unless the rule has changed, if the ball simply oscillates but doesn't move from the original spot, there is no penalty

Huh... Did not realize they had released a decision on that.

Now they need to release a decision making it invalid for anyone other than a player or rules official to call a penalty and put an end to fans calling in violations that they think they see on TV.
