I would agree with you, but when he chipped in on 18 in the stupid World Cup deal a long time ago, (with Duval) I realized he had a "will" to win. He doesn't think about losing, he only thinks about doing what it will take to win. That usually boils down to making a par save, or a long putt for birdie when he needs it. So far, he hasn't disappointed.
Granted, they lost in the playoff, but it was still ridiculous that he made that shot. Some, like a Mize or anyone playing against Norman for awhile, may have their weeks when they are blessed, but Tiger has been blessed since he was a junior. I won't argue that some of it may be simple luck, but to do it over and over again means something.
