Not necessarily. Some of the kids are in custody because they screwed up, some because the parents were screwed up. We have 2 right now. One has parents that have been missing since they got out of jail 5 years ago.
The other was high on Pot and had meth in her pee test when she was brought into custody. Oh, and she was brought into custody because she was in the hotel room with her mom when the drugbust went down. They had hundreds of thousands of dollars of meth packaged for resale.
Her mom had pimped her out for drugs in the past, and they are both members of a gang. (she is 14)
My first foster kid was from Crossville, and the things her parents did to her are flat out sickening.
