Could someone explain to me the 67 scholarship number? Is it the number available to play on Saturday? How does that number compare to other teams? I pulled up TN roster and count about 120 on the roster, does that mean half the players on the roster are not on scholarship? How does that number compare to teams like Florida? The 25 new scholarships per year, is that number just for freshmen or does that include transfers? If it includes transfers, why would you ever give a transfer a scholarship to a transfer how would play 1 year instead of giving the scholarship to a freshman that you could have for 4 years?
If anyone really knows, I would appreciate and answer, thanks.

OK, did a quick study to find answers to some of my own questions. Yes a transfer or JUCO does count as one of the 25 initial scholarships per year. If a kid wants to transfer to a school that already used up their 25 scholarships, that kid is out of luck.
Why 25 limit per year? Previously some schools, like Alabama, would sign 30 or more highly rated kids each year knowing they would take away scholarships from the ones that didn’t meet their performance level after a year or two. NCAA initiated the 25 scholarships per year to prevent this overstocking and misuse of the athlete.
when Pruitt says 67 scholarship players, I do not know if he is counting those available to play or is he including players that are out with injuries and those not dressing and being redshirted.
I did see where the AD from from Kansas proposed that if schools have less than 80 scholarship players, then they be allowed to sign more that 25, but the other ADs are skeptical believing that could be misused like Alabama did, taking scholarships away from players that did not perform as well as expected to allow over signing of new players.
