I think there are many programs meant to fix problems rooted in choice/behavior. I don't know if any are effective.
War on poverty, drugs, etc.

The south/southeast is usually the "poor" part of the country. Actually encouraged it looks as good as it does relative to the west. I assume some of those black counties in the west are aboriginal american reservations.
