This is in no way an indictment of your post, which I agree with on the whole, but I do believe that the primary culprits that elevated academics over athletics were DiPietro and Cheek - who are both gone now. To my understanding, Randy Boyd is a strong proponent of athletics, and Plowman has a history of support for athletics at prior stops.
I feel like the resources were committed to hiring staff, coaches, establishing the third largest recruiting budget in the country, and building a new weight room and third full length practice field, but the problem is that they've just poured that money into a coach that can't coach. John Currie bungled the coaching search so badly that he and the Chancellor both got fired. Now they seem more concerned with whatever this investigation might produce than they are with getting rid of the offenders that spawned the investigation in the first place.
