I get that it's bad, but our own sanctions, and the way we handled it is good I think. I may be wrong, we'll see.

From everything I have read thus far, the letter commends UT for how it handled it and didn't lack institutional control. Typically schools found to lack institutional control receive the most severe punishments. Not saying they will make it out completely unscathed but it may not be nearly as bad as it was made out to seem.
