You are absolutely correct. Putting is a new compliance system is admission of some level of guilt. The only question is the extent of the problem. They are trying to minimize penalties by being proactive in taking some action to correct the problem.

I'm just amazed that our compliance office didn't have something in place already. Then again, if you are buying throw away cell phones to make the calls, would you report them anyway?

I would just be overly shocked if this went on and Pearl was completely innocent.

And I just got the text of a 3pm press conference to discuss this.
