They have no business being used outside DC, but I would imagine they would do something similar if they were.

It seems that you guys have kind of covered the Posse Comitatus Act, which appears to clearly apply to this situation. The Army and Air Force are restricted to be used as law enforcement unless expressly directed by Congress. Given that there has been no other reason given for sending in the National Guard, that limits his authority to complete this act for its (loosely) stated purpose.
Not to mention, the 10th amendment exists which likely applies here, as well as laws that require a president to receive the governor’s permission to federalize the national guard.

Crime deterrence projects strength. Politically, it's appealing to those who live in fear (real or imaginary). It was also suggested it could be a way to peel away voters from a historical democrat voting bloc.
As far as hog and others can tell, the NG in DC aren't serving as police.
