I don't think its a real issue, unless it can be proven that the US, or another signee, gave them nukes or helped them develop them counter to the agreement.

Israel makes a big deal out of the Samson option. But to me it’s nothing more than a big bluff. Israel isn’t a large place so if (big if) they have them then they developed them, (possible but unlikely without our knowledge) or were given them. (Also possible but unlikely without our knowledge)
