When an item is brought to committee for the first time it is customary to table it for one week to allow members to consider the item prior to the final debate and vote.
Happens all the time and is pretty common procedure in representative committees within organizations (such as my university), municipalities, etc.

It's from a person 1) more liberal than they will ever be, 2) more qualified to judge K's soundness for the court than they will ever be and 3) who's had extensive, ongoing contact in both professional and social settings (whereas Mick and TennTom have never met the man).
