In the case of DC - and having not statehood nor a governor - in most respects the mayor acts as a governor. In the case of the capitol - being the seat of Congress - the CPB acts as the separation of powers agent by requesting troops.
The CPB consists of the House and Senate Sergeants at Arms and the Architect of the Capitol. The two SAAs are the chief law enforcement officers of their respective chambers and work for the respective chamber leaders, in this instance Pelosi and Schumer.
Trump had authorized DCNG assistance; that assistance was offered by DOD on Jan 3, and rejected.
Mayor Bowser had requested routine troop assistance of about 340 troops who were already in DC and assigned duties. She issued an emergency request for more on Jan 6 at 1:34pm. The Capitol Police Board did not request troop support until 2:10pm. As Trump had already authorized assistance, those requests were made to DOD.

Any other day of the year except when Congress is NOT certifying an election, sure.
In the instance of certifying electoral votes on Jan 6, just no. The civilian controlled DOD was the proper locus for such response, having already been authorized to deploy upon request.
