One cannot build a nuclear bomb with 60% enriched uranium. Period.

Just for complete accuracy weapons "capable" actually starts as low as 20%. It would be very inefficient at that enrichment however.

Once you reach 20% though you're something like 90% to actual "weapons grade" as there is much more work to get from A to B than B to C. Obviously 60% is more.
