Having coached speed I can honestly say it depends on what kind of training the kid has had. I ran a 4.53 my Sr. year and with speed drills, lifting, and form running I got down to 4.22. Proper running form plays a big role in speed. A lot of guys have the ability to be faster, its just a matter of how much can they correct and how committed are they to the extra work?

Truer words never spoken.
It is true that some people are born to be faster than others. The more type 2 fibers a person has, the faster they can potentially be.
But, speed is something that usually can be developed. Ex. Brandon Byram, from Station Camp was the 2007 tn state 200m champion with a time of 21.3 sec. Now at FSU he runs a 20.40 sec.
