Easy... Nebraska because unlike what the Michigan guy said the huskers are literally the Tennessee of the Midwest or possibly just a mirror image in general.. champions in 97(beat us) then had the 10 win seasons of the early 2000’s before just fading away with fans still believing they are 1 year away from be back!
