I don't think the outgoing school even has a say though anymore. That was changed a few years ago. It's the NCAA and the incoming conference, in this case the SEC, that has a say. The problem is everybody gets one free transfer and Bru has already used his so he is at the mercy of those two entities as to whether he gets a waiver to play right away. The outgoing school "slow walking" or "losing" paperwork won't block a transfer or everyone would do it. Why would USC even care in this case? It's not like we play them.

What OrangeTsar said is correct. There's no formal blocking mechanism available to schools any longer. However, the NCAA in making the decision has to go through certain procedural processes prior to approval (Not that I agree at all with the system), which include the acquisition of any and all pertinent documentation from the former schools. In instances where the school is not a big fan of the person transferring or the transfer itself (i.e. didn't want to lose the guy), they can drag their feet to some extent to delay the process. Further, with Bru, the NCAA is likely having to acquire documents from the local municipal authorities regarding the prior incidents. Anyone who's ever subpoenaed or PRR'd a local municipal authority knows that can be excruciating, much less when it's not through litigation, which confers subpoena power upon the party. It could very well be the county where the arrest occurred that's actually slowing this up. The NCAA's process sucks and I hate it, but nonetheless it's where we are right now.

I doubt it's as simple as USC dragging their feet. A school can't unilaterally block a transfer anymore.
Agree. Don’t think USC can block him, but NCAA sure as hell can. Think will be eligible by 3rd game of the season. Tillman, Bru & Hyatt could be best receiving corp in the country.

While they can't block it per se, they do have a period to rebuttal...ie they can either be nice and "support" the player's waiver story...or they cannot.

They can choose to help or be jerks still...but yes their power isn't close to what it was in the "Request to Transfer" model. As to where now we have a "Notification of Transfer" model where the player simply tells the school they're leaving.

No, it's Scott fisher. He doesn't come out and say he hates the Vols, he just always does hit videos when talking about UT. Never does anything positive for Tennessee.

Everyone has different opinions and mine is simply that he talks poorly about UT, likely due to his favoritism to Mizzou. Maybe he has changed but I do not watch his content anymore.

Did you think I literally meant Cornbread filled out the paperwork himself? Lord bless. Cornbread was in charge though. It's his program, he's responsible for his subordinates. He's got to insure the paperwork is completed and sent in, especially on a high profile 5 star offensive lineman transfer. He didn't. They were seeking a waiver, this was before the automatic one time transfer.
Swing and a miss. Clearly cornbread would have been out of his depth if he was either filling out or providing any quality control in that direction. UT’s athletic dept has an NCAA compliance position who doesn’t report to the football coach handling these matters. All Cornbread could have done is ask for updates aight!

The compliance staff that all got fired for being mixed up in Cornbread's schemes? Cornbread's job was ride someone's azz til it was done. It wasn't.
