I recall when Lucas Oil was built here in Indianapolis and they incorporated the same kind of party deck.
The first few games it was well received then towards the end of the season the 'new' was wearing off.
That's when Colts management shook things up a little and added different concession offerings at the stands around that area.
The next year they added some different seating options, next couple of years they added a dedicated concession area on the deck, then started doing things more personal experience centered as well (like dedicated programs, dedicated Wi-Fi for deck fans, etc.). In other words it has been a work in progress and steadily improved over the years - I expect the same for Neyland as well.
One thing the Colts did, and I'm not sure how UT could pull this off, is there are restroom facilities literally right outside of the party deck area at both ends. Not 100% sure where the deck in Neyland is located, but I would think having modern facilities very close to the deck area would be a huge boost.
