Do you really think the university administration is going to take the position that it is not safe for the general student population to be on campus, but the football players have to be there? I don't see that happening. It blows up any kind of notion that the football players are anything other than employees. For better or worse, college athletics are based on the premise that the players are "student-athletes." They are supposed to be part of the overall student population. Not some kind of semi-pro attachment to the college.
Yes, actually. UNC has essentially closed its dormitories to most undergraduates and shifted to virtual classes, yet they're resuming football practice tomorrow. I get what you're saying about the blurred lines, but campus isn't solely reserved for student-athletes and international students/people with extenuating circumstances are free to remain in the dorms... except, most likely, parents of freshmen would rather receive a refund on room and board than have their kids more or less sequestered on a dead campus.
Student-athletes are of course free to opt out if they so choose, making this strategy pretty effective in terms of maximizing the likelihood of a complete season.
