Clinton's also wasn't sexual harrassment, it was consentual. He cheated on his wife. Not respectable by any means, but not the same thing.
Cain may not be the amateur many think him to be. One good strategy would be to "rope-a-dope" the accusers and let them punch themselves out. Once he's pretty sure it has all cleared or else anyone who has not spoken out publicly would lack credibility by coming forward late... he can give a single answer.
Regardless it still bothers me if he was trying to pick women up while married. I know the left doesn't care if their candidates have weak moral character.... but I am not sure I trust someone to run the country with integrity and loyalty if their wife can't trust them.

I'm not convinced that this was his planned strategy, yet.

Maybe not. But it is IMO his best remaining shot to get back in the game.
He CAN land a counterpunch but as Hugh Hewitt talked about yesterday... his response has to be credible. He's going to have to tell the truth. If he denies everything... almost no one will believe him. If he says, "I engaged in some flirtatious behavior. I should not have done it as it has hurt my wife... However I did not engage in sexual harassment. At no point did I continue to pursue anyone who indicated they wanted me to stop."... or something along those lines.
OMG, a lady working for a lobbying organization at one point lived in a building where David Axelrod also lived!?!!!
Therefore, she's obviously lying.

The main problem is that his arrogance has been so profound that any backtrack on things will surely sink him.

LG is supposed to be a lawyer, yet he, among others, are already declaring Cain guilty before any facts are known (especially in regard to the NRA settlement). The Bialek issue doesn't even fit the legal description of harassment.
not really. If her account is even true, he made a pass at her and was rebuffed. The moment she said "no" he stopped. That's not sexual assault.
Non-consentual sexual contact is sexual assault. If you randomly groped a woman in public and then she yelled "stop" you have committed sexual assault.
