To transition people off of welfare. A one year (max) program designed to help a person get the best employment possible and housing they can afford and then they are off of welfare at the end of that 12 month period - regardless.

No. I'm saying people often need a helping hand that unfortunately is not being provided through private or religious charities. At that point, the government provides a temporary helping hand.
