Generally speaking, the police do not have an actionable duty to protect you from third party violence. It is only where they promise help and don't deliver, or by their own action create the risk, that they can be sued. If it were otherwise, then every person who gets victimized by someone else could sue the police and claim that it was their fault because the police did not do enough to protect them.
A domestic violence victim who gets abused could point to prior instances and say "You should have arrested him." A store owner could say, "You knew there would be riots so you are at fault for any damage caused by anyone," or "the guy who looted my store should have been arrested before then."
While it is the job, and the duty of the police, to protect, that is a duty they owe to the public as a whole, not one person. Their negligence is only actionable when their own actions cause the risk.
So commenting about the war on drugs continuing was not comedy/sarcasm? If not how would/did the officer know he was a drug user? You speak out of both sides of your mouth Mr. Almighty....
It was brought up as if it were newsworthy or somehow related in any way to this kid doing what he did. It was selected and reported to help justify the police action against him.
So turning it all into stand up night at the chuckle hut solves all the problems?
I think you're wrong here. This is not a usual circumstance that would require the capability of knowing the future. There are circumstances that exist that would lead a reasonable person to believe that violence/crime would occur without action by LE.
Actually, humor often helps the healing process during and after tragic or unexpected loss.
If my humor, (dry as it may be) helps one person cope with the loss of Mike Brown or otherwise brings a smile to the face of those who are struggling with white guilt and political correctness. Then I've done my job.

I should say I don't know the law in Missouri, specifically, but what I am providing is the law as it stems from the English common law and so I am going to assume that theirs is similar, if not identical, to Florida's.
I've been doing such cases for almost 20 years. There would be no cause of action in Florida.
I had one case, where a girl and her new boyfriend were threatened by her ex boyfriend. He sent her pictures of herself, with bullet holes in them. He texted that he would kill them. They went to the police twice one day to complain about it, the police did not do anything about it, and the guy came and killed them both that night.
Dismissed due to absence of an actionable duty.

However, this is not a picture, but a precedent of about a weeks worth of looting and violence. I appreciate what you are saying, I just think this is slightly different in that there are actual incidents and plenty of reasons to believe it will continue.
Sam seems a little sensitive to this issue. He took issue with the fact that I found the video of the guy driving through the gas station parking lot yelling F' y'all humorous
It was that video in combination with all of the thinly veiled racist jokes floating around in the thread. I have no white guilt and I'm not inclined toward political correctness, but people seem to think that these events are justification for them to finally let out their pent up bigoted feelings in one big cathartic shot.
