if there's more than 1 person then phone calls are likely to be made. Since those are under surveillance...
Twenty-six thousand runners; another thirty or forty thousand spectators and revelers. The latter making routine phone calls throughout the day to see where friends are; the former making celebratory phone calls when they finish. Add to this number the hundred thousand or so individuals who were working all day in Boston, making frequent phone calls. I highly doubt that many judges are going to give a warrant for phone records simply because an individual was on the phone at the time.
