Just because a guy writes for a blog or even for a major online news outlet does NOT mean he's an expert or an NFL Scout. Heck it doesn't necessarily mean he knows more about scouting than anyone here. Former scouts, GMs, front office staff, etc who are doing this kind of analysis are really the only opinions worth a flip and even they are wrong more than right.
I don't know much, but I know the NFL is trending away from spread/read option QBs in favor of legit passers in the early rounds. That doesn't mean Dobbs won't be drafted, he's a talented player who has a ton of great tools to work with. He will find a home, but it may not be early in the draft. That's not a knock on him, Russell Wilson went in round 3...heck Tom Brady went in round 7. Dobbs will find a home and be successful, his attitude is as good as any player.
