that's what I thought - it goes to the Treasury but you as an individual cannot choose the usage.

I'm sure there are issues with the idea but it would let citizens have more say

To take it a step further - 50% of monies beyond the allocated budget that gets covered by these additional contributions is returned to the Treasury. In budgeting, all (most? some?) departments or programs start at 95% of budget and have to raise the 5%; raising beyond 5% gets 50 cents on the dollar to the program/department
