If its the test score sometimes people can work as hard as possible and they still won't have the ability to raise the score. Some things are just God given that can't be overcome no matter how hard you work.

So is the plan to have serviceable LOS and shut down secondary?

There's still time to retake the ACT. If he's close, a higher score could adjust the sliding scale enough to qualify. Or he could take online classes. He has options, but others can only advise him. He has to do the work.
