It has to do with deciding whether the player was "defenseless."
There are actually two NCAA targeting rules, either of which can draw the targeting penalty. One has to do with initiating contact with the crown of the helmet.
Moseley very clearly did not do that.
The second rule concerns hitting a defenseless player in the head or neck:
So if the player is considered defenseless, hitting him in the head or neck with pretty much any part of your body above the waist is a penalty.
So how does the NCAA define a "defenseless" player? Not very well, the definition is pretty much just a repeat of the word "defenseless." But they do give examples:

The bottom line is, the player had time after catching the ball to turn his head forward, adjust his grip on the ball, and take three steps. He was no longer "defenseless" by any reasonable interpretation.
Combine that with the fact that Moseley did not use the crown of his helmet, and it's pretty clear that neither of the rules were violated.
The NCAA should reverse this ruling, and reprimand the replay official.
No way a sorry azz replay official should have the authority to make a call like this that cannot be overturned. I would like to know where he is from, probably FL or Bama. He should lose his job as a replay official.

Bad call on the field which I can understand when things are going full speed.
Replay is what was horrid.
The WR caught the ball, had time to tuck and secure it, turned his head around so he COULD see the hit coming and he took 3 steps with the ball.
All of that clearly, by the rules, says he was NOT defenseless at all.
The hit on the tackle was clean, by the rules, so review should have reversed the call on the field.
Mosely should NOT have been ejected.
The clean hit caused a fumble which was secured by 2 Vols players.
Right review call should have been a clean hit causing a fumble recovered by Tennessee.
1st down Tennessee!!!
In both the NCAA and in the NFL the zebras this season have been incompetent.
That needs to be corrected very quickly!
Duke got royally screwed on the last play of their game and lost by bad calls and a 9 minute horrid review.
This crap MUST stop!

Not that it matters much now but it appeared to me that the ref threw the flag AFTER he saw the UK player was not getting up.. He over reacted to the results of the hit, which I guess I can understand, but the replay official(s) DEFINITELY blew it..
