I remember Stossel had a couple on his show where they were 10 years into marriage, had kids, and he was still having to register as a sex offender because he got busted for statutory rape when she was 17 and he was 19.

It includes both known and unknown. Two sexually active 17 year olds dating should never become a crime when one turns 18. There's usually a natural maturity gap at that age. I think a +2 or +3 is fair....

What happened is they broke up and she flipped out and told her Mom they had sex. The Mom reported it to authorities, regretted it, asked for charges to be dropped and they wouldn't drop them. So it was a prosecution that nobody even wanted, but that's why they went after him.

I don't think it'd be that way if I hadn't spent my life working in an industry that employs and serves a bunch of drunk, wild, hot, young women.
