I've heard that theory, too, but those same garbage teams will be right there at the top of the draft next year, too. Mendoza is going to one of them, but there is always going to be a bad team at the the top of the draft. It's a silly thought on his part to think otherwise. The top of the draft (top 5 picks) will always include some combo of the Jets, Browns, Raiders, Titans...some of the worst run franchises in the NFL. Only the Titans have a viable QB, today, and that is perhaps still in question.
