It's really sad you want to game the system with illegals. Non-citizens should not count in representation numbers.
I'm just saying from a textual standpoint--which Republicans are usually all in favor of--it's a big uphill battle. In one and the same amendment, the concept of a citizen of the United States is used (section 1 of the 14th amendment), but when it comes to discussing the counting of persons to determine representation (the very next section of the same amendment), that concept is jettisoned. Furthermore, the amendment specifically carves out the people that should not be counted (untaxed Indians), but, notably, does not list non-citizens.
I should add, if you're interested in this, Alabama is currently challenging the counting of non-citizens in the census. Still in the district court though (I believe).
