Glad you are not a coach or player on this team, because you can bet, they are not planning nor will be satisfied with a 7-5 record and are going to do whatever it takes to be successful.
Of course they arent planning on it, just like they weren't planning on 8-4 this year. They can plan all they want, the reality is, 7-5, IS THE CEILING next year no matter who is QB, so why waste that money on one and instead use it for more pressing needs like DB, LB and RB.
