I get confused about campaign money.. There is candidate money but there also like RNC and DNC money...PAC money...the Blue fund...can the candidates not tap into those also?

No they can’t. So Biden has a super pac but that pac can’t give him money. It is considered a separate entity. A candidate can’t tap into the party’s money until he is secured the nomination.
