Barkleys senior year in high school was not as impressive as I thought it would be. But there is some chatter that he may very well start as a True freshman.
Back on topic. Jesse sounds like a tough competitor, but going to USC would be a huge mistake for his career. Loefler at UF has coached some good QBs at Michigan. For Urban toake the transition to a prostyle offense in one fell swoop after Teabow leaves is crazy. I know that they have said that Teabow will play under center this year, but come on. It's just not going to be that quck of a turn around and why would you tamper with success.
Jesse, we are installing an offense that will prepare you for that next level. Our coaches have groomed the likes of Orson, Brees, Palmer, Booty, Leinhart, Cassel. This is the place for you. Our QB depth is miserable. What's not to love?

Well, FWIW, Sark said that he would only take one QB this year. Scroggins said it was ok though in all honestly, I doubt it.
As for Montana, he is the 3rd best QB on the West Coast this year behind Heaps and Scroggins. After Montana, there seems to be a pretty big drop off in terms of quality of offers for QBs on the West Coast. Comparing Peter Thomas and Montana, you couldn't tell that they are rated so closely.
From what I know, Montana, like Heaps, is extremely mechanically sound especially the footwork. And while he has good touch, accuracy, pocket awareness, and mechanics, his greatest asset according to Steve Clarkson (who also coached Barkley) and his Head Coach is his smooth and calming presence, which sounds a bit like his dad. His arm strength, like Heaps, is adequate and D1 level, but nothing close to Matthew Stafford. His weakness, like Heaps, is the size though it's said to have a lot more room for growth than Heaps.
Edit: Note: I'm not saying Montana is equal to Heaps, but the general reports suggest that he has more upside and a bit less polished than Heaps.
In terms of mechanics, Scroggins is the worst of the 3 though he has the most upside and the best arm strength (won arm strength contest at a ESPN hosted camp with 63 yards).
So to answer your question, I think UW will focus elsewhere like the O Line and not as much on the QB because Montana is more than good enough.
Camp is the 18th, but he's coming in the 15th to spend more time with the coaches and to see if this is a place that he feels he can call home for 4 or 5 years. He's milking the visit for all it's worth so that he can make an informed decision once he's done with the camp circuit.
Are you just teasing us or did you really hear this? If this is true, you gotta like UT's chances with his family ties and the fact there are only two other SEC schools on his list.
