Trying to be objective as possible, I think Hiter to Tennessee makes a lot of sense for him, but I understand how little that means in recruiting.
I hope I don't sound judgmental or anything like that, and it is nobody's business .... but it may be a case of the young man having anxiety issues with public speaking and/or giving interviews? Again, there is nothing wrong with that.

I agree but I also have to wonder what an elite athlete could do at RB in this offense. I can understand why elite WR's might think twice about Tennessee .... but RB's should be tripping over themselves to play here. It would be discouraging to miss this target. I think it's a big deal.

You go overboard with the drama. I don't think this has ever been an important issue with football players. With basketball players it has been, but that can be mitigated and to think of it as a "tax" is ridiculous.
