If you don't believe he's a QB, then you don't take him as a QB when you know you need a QB in this class. Taking him as a QB would only hinder your ability to sign one in this class.

Much like Lewis wanting to play RB, if you sign Jennings as a QB and then try to move him to S, there is a high probability he transfers. A lot of kids are not willing to switch positions just because a coach says it's best for them. Also as another poster mentioned, taking him at QB would very much play into selling a top QB that he is your guy for 2015.
