I'm not trying to argue, but Pizza Hut vs Dominoes, to me, is comical.

Pizza Hut is the worlds largest pizza restaurant with more franchised owned units than corporate owned.. Dominoes, even tho it's mainly delivery, is second with more corp. owned than franchised. Dominoes, in general are trying harder than "Joe's" Pizza hut.

ABC laws in Tennessee require a certain percentage of sales to be food in order to maintain your alcohol licenses.

Unless it's a city or county law that I'm unaware of, that's the deal. See Mayday Brewery in Murfreesboro as an example. Or Yazoo. Or any brewery with a taproom.
