I'm just speculating because agreements can come in a variety of shapes/forms/sizes, but both parties to the agreement would have to sign the MOU for it to be a valid, enforceable contract.

If Gruden hasn't signed anything, then he is free to do what he wants.

I think he was saying that his contract wasn't signed for months.

Actually, that is exactly the way it went down with Dooley as well. He signed the MOU and they were still working out the details. I think it was a month or two before he got his final contract.
