more like 303 since offensive, defensive, and special teams players can "share numbers"

On another web forum I saw someone argue that the fake punt was legal since the backup QB entered the game prior to the real punter's first appearance (I didn't see the game). However the real punter should have been ineligible once the backup QB entered the game.

I'm not sure what the rule really is. I know two players with the same number can dress for the game but I'm not absolutely certain that both can play.

So a defensive or exclusively special teams player could wear #16 for Tennessee?

I would think you can check players in with the refs, similar to how an OL checks in as an eligible receiver. But that makes it pretty obvious when you do.
