THE BEST TOASTED CHEESE SAMMICH YOU'LL EVER HAVE COURTESY OF MP

1 package of sliced bella mushrooms.
Saute them in olive oil until soft. Add salt and pepper to taste. Set aside.
Heat frying pan to low/medium.
2 slices of your favorite bread. Wonderbread works lol. For me it's sourdough.
Liberally spread real butter on one side of each piece.
Add a couple teaspoons of white truffle oil to hot pan.
Place bread butter-side down in pan.
Add grated sharp cheddar cheese to one slice.
Add smoked gouda to the other side. (It's "Howda" in Europe eh?)
Add a liberal (*cough*) amount of shrooms to one slice.
Cover the pan with a see-through lid.
Watch until it melts.
Don't let it burn.
Once the cheese becomes soft like @hog88 it's ready.
Take the shroom side out and put it on a plate (or boulder).
Add the other side.
Cut diagonally *IMPORTANT SOMEHOW*
Let cool until it doesn't burn the roof of your mouth.
Eat it with tomato soup.

Voila!

it wouldn't be illegal. at most the AHJ, authority having jurisdiction, would be able to order a stop work. not sure how that all works out, but I doubt you are going to find much more of an authority on the White House than the President.

if this was actually illegal, and you live in an incorporated town or a county with their own standards, I guarantee you are also a criminal if you have had the least bit of work done without their approval.

I don't have experience in DC, and definitely not on any of the major federal buildings.

but for "smaller" federal buildings I have worked on, they still do get filed with the local authority. There is still a permit, and at least some level of inspections and reviews. It does tend to be more rubber stamped. but that could also just be the jurisdictions I worked in.

The local authorities will still have the building plans for any emergency service type stuff, some things like the FDCs, where the firetrucks hook up, or where the sprinkler lines or whatever, has to be public even beyond the fire department/marshall.

you can have a "redacted" plan on file, that usually strips everything out but the floor plan itself, even room names, and dimensions are pulled. that is pretty usual.

doesn't need to be classified per se. just things they don't want just anyone to know without doing an FOIA.

even basics like what type of security cameras or access control, to even lock types. Some times its about the low voltage/tech side of things, what size of wire, how do they run their networks, what software they use. or even locations of "file rooms" or "server rooms".

my experience is that the feds can typically get away with whatever they want, but usually they don't push it. and technically the local authority can push back and deny things, but usually doesn't. the biggest exception is life safety stuff, can people inside safely get out, and are first responders going to unknowingly walk into a room with hazards during a fire, stuff like that. the AHJ will typically always push on those things, as they should, and the feds will pretty much always give them what they want. I had one project that the only fire truck access was on a side of the building that didn't have a door, from a use standpoint of the building, there was no reason to have a door there. The local fire marshall pushed back and said we need some type of access on this side, so it was worked out. feds could have said no, but they didn't.

the other issue that gets fought over a lot is what happens when the power fails with access control. pretty much all locks (in federal buildings) are powered now. in most commercial settings during a failure or emergency the default is "fail safe" which means locks are unlocked automatically if the power goes out, so that people can leave. some federal buildings, or some offices/rooms, want "fail secure", where locked doors remained locked (even from the inside) if the power goes out. usually those type of situations we need to work out with the AHJ, they really don't like the idea of people being locked into a burning building. the firemen always carry their own key (an axe or some other destructive tool), but even then you don't want to trap them either. so that is the biggest, longest, and most contentious, arguments I have seen. I had to put in a mechanical override in one room to satisfy the AHJ.
