It's should be an extensive job interview to come here for citizenship. I don't care where you came from, and everyone needs to meet the same baseline requirements.
Throw in some work sponsorships so we don't just limit it to those who are educated or seeking education (though I would like to see that in the aforementioned bsseline).
Fact is, our entry level job market in a wide variety of industries sucks and has for a good chunk of my adult life. There's a good bit of lack of desire from our youth to do mundane work. If we have an employer sponsorship program to not only fill those roles but to also inadvertently aid in keeping tabs on immigrants looking to take advantage of that program, that solves a plethora of issues.
I feel like there should be a probationary citizenship period. No voting or owning firearms for one or two years. Clean criminal record must be maintained (the severity of disqualifying offenses can be determined by the courts), and hell... throw in some varying degrees of mandatory selective service.
