Especially the type of of hardware and software that may have been required for a proper physical structure and secure information storage. That hasn't been reported. Let's see what the FR provides for proof of their expenditures and if it provides sufficient details.

A VAT is just a way to rig the tax such that some are excluded or pay a fraction of the tax. A tariff applies fairly to the first buyer (the importer) and what happens after that is up to choice at each point down the line.
